The town Public Works Committee met June
27 and took actions and heard reports on many
topics. Bobby Ryan and Sam Found made up the
committee. Jane Walker was absent.
Ryan and Found recommended to Council
accepting a $10,000 donation from the Mid-day
Lions Club for construction of a new pavilion in
Yowell Meadow Park. The pavilion will be built
on the east side of Mountain Run, south of the
soccer field and overlooking the new pond.
New traffic light
Town Engineer Chuck Stephenson reported to
the committee that a study conducted for the
town shows a need for a traffic signal at Madison
Road (Business 29) and Southridge Parkway.
VDOT is reviewing the study, which claims that
all five of the accidents at the location in 1999
could have been prevented by a traffic signal.
Operating speeds on Route 29 (85th percentile)
are reported as 46 mph southbound and 52 mph
northbound. The legal speed limit is 45 mph.
Found suggested that construction in the area
had generated the need for the traffic signal, and
asked whether there was any way to have
developers pay for such things. Stephenson said
this could be done with re-zoning or granting a
conditional use permit – though not with by-right
uses – but that it was too late in this case. He said
the town does have such an agreement with a
developer on Virginia Avenue. This traffic signal
