Statement to Those Marking the 2000th day of the Sit-In at the Camp Schwab Gate in Henoko

I think every U.S. student should be required to spend a year as an exchange student living in another country with a family that lives outside of but within five kilometers of a U.S. or NATO military base. If such a program were instituted, it could be funded by some fraction of 1 percent of the U.S. military budget. And of course the U.S. military would be happy to do it, to allow U.S. citizens to bask in the gratitude emanating from all the households with the great fortune to be experiencing the freedom, democracy, and enlightenment of U.S. benevolence up-close and personal. U.S. citizens would enjoy experiencing life as second-class citizens. They’d wonder at the unending pleasures of poisoned water. They’d lie awake in awe of the amazing goddam airplanes too noisy for anyone to sleep or live through. They’d benefit — perhaps even first-hand — from rapes and drunkenness and, in some lucky cases, the creation of brand-new wars. Our fortunate exchange students would also benefit every ordinary day from the freedom-loving governments that U.S. bases support in places like Afghanistan, Bahrain, Egypt, Iraq, Qatar, Saudi Arabia, Syria, Thailand, Turkey, and the United Arab Emirates. They could observe the environmental destruction of new base construction. Mass shootings by enraged soldiers could be more regularly scheduled, rather than the current randomness, allowing young people to be sure not to miss anything. The only possible downside to such a plan, I think, would be the risk that some young U.S. citizens might learn something. They might learn that other people are human beings. They might learn that their own country imposes bases on other people all over the globe. They might learn of the harm and suffering and endangerment being caused for nothing better than a financial profit and a sadistic lust for power. They might even join in popular movements resisting U.S. bases all over the globe, and first and foremost in Okinawa. That’s a risk I’d be willing to take.

こんな思いが頭をよぎります。アメリカの学生は全員、交換留学生として海外でアメリカまたはNATOの軍事基地から5キロ以内に住んでいる家族の家にホームステイして、1年間暮らすよう義務づける必要があります。

 

そんなプログラムは、米国の軍事予算の1%にも満たない資金を費やせば、提供可能です。そしてもちろん、米軍は喜んで実施するでしょう。アメリカ市民が、アメリカの自由と民主主義、そしてアメリカの博愛の啓蒙を間近に、個人的に体験することができるからです。 米国市民は、二流市民の暮らしを満喫することでしょう。解決のつかない水の汚染に驚き、眠りをさまたげ暮らしを生きづらくする軍用機の騒音に恐れをいだきながら目覚めるという新しい体験もするでしょう。レイプと酔っぱらいの被害を身をもって体験し、運が良ければ新たな戦争の誕生も間近で見ることができるかもしれません。ラッキーなアメリカの交換留学生は、アフガニスタン、バーレーン、エジプト、イラク、カタール、サウジアラビア、シリア、タイ、トルコ、アラブ首長国連邦などの場所で米軍基地が支援する自由を愛する政府から日々、恩恵を受けることでしょう。新基地建設が引き起こす環境破壊も観察することができるかもしれません。激怒した兵士たちによる大量射殺事件も、いつ起きるともしれない現状とは違い、若者たちが見逃すことのないよう、定期的なタイミングで起こるようになるでしょう。 このような計画に唯一欠点があるとしたら、若いアメリカ人の中には、こうした体験から何かを学ぶ人もいるかもしれないというリスクがあることです。彼らは他の国の人たちも人間なのだということを学ぶかもしれません。自分の国アメリカが世界中の他の人々に基地をおしつけていることを知るかもしれません。ただただ金銭的利益と権力へのサディスティックな欲望のために引き起こされる危害と苦痛と危険を知ってしまうかもしれません。世界各地で、そしてどこよりも真っ先に沖縄で米軍基地に反対する民衆の抵抗運動に参加するようになるかもしれません。 そんなリスクを私は喜んで引き受けたいと、思います。
