I’ve argued for amending PayGo legislation to include war supplemental bills, but have now been advised by congressional staff that this is not needed, because supplementals do not count as “emergency” exceptions and are covered by the bill as written. If this is true, and if PayGo passes, then the next supplemental will have to be paid for.
